Only written responses to written communication shall be considered official and binding upon the Spokane Independent Metro Business Alliance d/b/a SIMBA (hereinafter, “SIMBA”). SIMBA reserves the right, at its sole discretion, to determine appropriate and adequate responses to the written comments, questions, and requests for clarification.

Please submit your proposal with the following sections: 

  1. Cover Letter; 

  2. Resume(s)of key personnel; 

  3. Experience as a Compliance Manager. Please include relevant past performance (organization, performance dates, short description of how the role and responsibilities are relevant to this position); 

  4. References. Please include up to a list of 3 references (Names, organization, contact email, contact phone number) or letters of recommendation, or any combination thereof. Example: 1 letter of recommendation and 2 references. Or 3 references and 0 letters of recommendation; AND

  5. Cost Proposal detailing a breakdown of hourly rates per month.

Submission must be in PDF format. An email acknowledging receipt of your submission will be sent no later than November 5, 2025. Decisions will be made in early November. 

Background and Project Overview

Spokane Independent Metro Business Alliance (“SIMBA”) is the grantee of record and stewards the funds on behalf of a small nonprofit organization for Philanthropy Northwest (PNW). SIMBA seeks a qualified individual to provide comprehensive grant compliance management services.

The objective of this work is to ensure that the PNW grant award is administered in full compliance with all applicable federal regulations, laws, and individual grant terms. 

Scope of Services

The selected consultant or manager will be responsible for providing the following services related to the grant lifecycle, from award through closeout. More work is expected in the first three months of the contract than in the following months. Contract is upon execution through June 30, 2027. 

  1. Post-award grant management and monitoring.

  1. Adoption of compliant federal financial, document retention, and related policies: review and update internal policies to reflect changes in federal regulations and mitigate compliance risks.

  2. Procurement support and assistance for subcontractors: review documentation as needed, and whether items fall within the approved budget.

  3. Budgeting and expenditure: work with finance staff to ensure grant expenditures are allocated correctly and align with the approved budget.

  4. Monthly invoicing support to SIMBA: assist finance staff with submitting requests and reimbursement invoices in a timely manner. 

  5. Monthly narrative reports to SIMBA: Complete and submit all required reports (project and financial), ensuring accuracy and adherence to deadlines. 

  6. Procurement of insurance policies: assist subcontractors with procurement of insurance policies.

  7. Establishing and supporting accounting best practices: collaborate with subcontractor to ensure accounting best practices are in place.

  8. Document retention support as needed.

  9. General compliance support as needed.

  10. Subcontractor management as needed.

  11. Assistance with preparing cash flow advances and related submissions.

  12. Other support as needed.

  1. Deliverables

  1. Monthly reports to SIMBA.

  2. Quarterly reports to SIMBA and PNW.

  3. Monthly invoices for project reimbursement.

Required skills and qualifications

Education: A bachelor’s degree is required, with a master’s and/or doctoral degree preferred. 

Experience:  20+ years of experience in a professional setting, with specific grant compliance or management experience being a major plus. 

Technical skills: 

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and/or Google’s Business Suite (Sheets, Drive, Docs)

  • Proficiency with Adobe Suite (Acrobat) or related PDF programs. 

  • Proficiency with virtual meeting platforms, such as Zoom.

  • Project management skills to ensure on-time submission of deliverables, budget management, and project resource management. 

  • Provide capacity building training as needed.

Soft skills: 

  • Strong organizational, analytical, and problem-solving skills for providing technical assistance.  

  • Strong written and verbal communication combined with the ability to listen deeply and authentically. 

  • Ability to demonstrate empathy and compassion when working with partners and colleagues. 

  • Humility and curiosity, and an understanding of how these qualities are connected to success in this role.

  • Demonstrated success collaborating with people of color, and rural disadvantaged communities. 

  • An understanding of the foundational role that racism, ableism, sexism and other forms of bias and oppression play in perpetuating inequity. 

  • An understanding of trauma and how it can affect communities.

  • Ability to set boundaries to keep in line with the number of hours for this project.

Knowledge: 

  • A thorough working knowledge of federal grant regulations and administrative policies is critical. 

  • Demonstrated a high level of ethics, integrity, and confidentiality. 

  • Ability to prioritize, manage, and follow up on multiple priorities and action items independently while meeting deadlines. 

  • Accuracy and attention to detail. 

Compensation

Contract is upon execution through June 30, 2027. More work is expected in the first three months of the contract than in the following months. 

Up to $25,000 billable at a rate of $50/hr.
